姜仕坤:

一生只为老百姓过上好日子

    人物小档案:姜仕坤,2010年3月任晴隆县委副书记、县长,2014年8月任晴隆县委书记。2016年4月,在出差期间突发心脏病去世,年仅46岁。先后被追授“全国脱贫攻坚模范”“全国优秀共产党员”“全国脱贫攻坚楷模”等称号。

    6月24日,翻阅树立和践行正确政绩观正面典型案例,《一心为民的县委书记——姜仕坤》映入眼帘,学习之余,记者便不由回忆起10多年前到晴隆县采访姜仕坤事迹的点点滴滴,和那些打动人心的事。

    2016年,全面建成小康社会的目标临近。彼时,脱贫攻坚的战役也已打响。当年2月26日,晴隆县召开脱贫攻坚千名干部包保帮扶誓师大会。台上,县委书记姜仕坤带头举起右拳,嗓音沙哑却字字有力:“脱贫攻坚,我是党员!不脱贫,不收兵……”台下,千名干部列队而立,跟随宣誓,声浪激荡在晴隆群山的上空。

    这一天,2878名干部领命出征。全县县级干部每人帮扶15户贫困户,科级及以下干部每人帮扶6至18户,群众不脱贫,帮扶不脱钩,责任不解脱。

    没有人想到,仅仅46天后,姜仕坤因病倒在了脱贫攻坚的路上,年仅46岁。

    “老百姓的家里会是怎样?”

    晴隆,一个被大山环绕、土地破碎的地方,曾经是我省石漠化程度最重、贫困面最大、贫困程度最深的县之一。全县181个行政村有122个是扶贫开发重点村,贫困发生率超50%,属国家新一轮扶贫开发重点县。

    “好个晴隆县,白天停水、晚上停电。”老百姓的这句顺口溜说的是县城。

    “山谷石头箐,水远石头硬;要想吃大米,除非生大病。”老百姓的这首民谣唱的是晴隆县农村。

    2010年初,姜仕坤初到晴隆任县长。走进宿舍,他看见客厅里放着一只硕大的塑料水桶——那是给他日常储水用的。晴隆县城建在山顶,水源地在900多米深的谷底,水费高达每吨8元,还经常断供。他眉头紧皱,喃喃自语:“县长的宿舍尚且如此,老百姓的家里会是怎样?”

    第二天,他就出现在自来水厂。

    面对管网老化、回收率仅40%的窘境,他没有拍脑袋搞大拆大建,而是和负责人一笔笔算细账:“回收率提到60%、70%,水价就能降下来。亏损政府补助,但必须让老百姓用上平价水!”在他看来,政绩不是修多少面子工程,而是让群众水缸不空、电灯不灭。

    他推动西泌河水库建设,争取国家项目资金,用发电收入补贴城市用水;建起110千伏和220千伏变电站,终结了“全城熄灯”的历史。

    “永远记得钻过她家猪圈的这个男人”

    姜仕坤衣着普通,行事低调。低调到陶金翠“永远记得钻过她家猪圈的这个男人”。

    陶金翠家住董箐村砂上组,丈夫患有间歇性癫痫,三个孩子两个上学、一个有智力障碍,全家重担落在她一人身上。“人家吃白米饭,我们吃苞谷面。”这是陶金翠对姜仕坤说的第一句话。

    姜仕坤钻进她家的猪圈看了看,问她最想做什么,她说:“喂牛,但没本钱。”他当即回应:“我回去协调,争取给你买头牛来喂。”陶金翠当时不知道,这个人是县委书记。

    不久,村主任牵着一头牛来到她家。2015年11月,姜仕坤再次登门,看到牛还在,又发现猪圈里多了一头母猪。陶金翠说是“讨”来喂的——帮人喂母猪,下了崽分一半。姜仕坤当即掏出1800元递给村干部:“买一头怀孕母猪送给她,猪早点下崽,她就早点收获信心。”

    2016年3月8日,姜仕坤第三次到访。陶金翠笑着告诉他,母猪下了11只崽,卖了3000块。姜仕坤满意地点头。

    “给你多少钱,都不如给你找条路”

    大田乡(现为茶马镇),是姜仕坤的扶贫联系点。

    肖长青是大田乡鹞子组的贫困户,家徒四壁。妻子吃不下这苦,丢下两个孩子离家走了。

    2015年7月,姜仕坤第一次走访肖长青。看到肖长青高高瘦瘦、夹克旧得发灰,问:“会做什么,有什么特长?”得知他懂电焊会钳工,姜仕坤当即协调1万多元资金,帮他购置设备、租门面。姜仕坤提出的条件是他要勤快、下力做、做得好。“给你多少钱,都不如给你找条路。”

    事情很快办妥。从此,肖长青日子越过越红火,月收入三四千元,妻子也回了家,他的脸上笑容越来越多。

    次年春节前,姜仕坤路过他的电焊铺,特意停车看望他。那时,肖长青手握焊枪正忙,铺子里修理工具摆放零乱。姜仕坤随意地和他坐在板凳上短暂交流,得知他收入稳定、生活越来越好,才放心离去。

    回到车上,姜仕坤提醒随行干部:“下到村里,不要嫌凳子脏就去擦。不擦,脏的是裤子;擦了,伤的是老百姓的心。”

    “把账算清楚,让老百姓心甘情愿”

    晴隆山高坡陡,石漠化严重,坡度25度以上耕地占65%。一些地方的老百姓年复一年种苞谷,连成本都收不回来。

    当时全县最穷的是兰蛇村——海拔1900多米,贫困发生率超80%。2011年秋天,姜仕坤第四次上兰蛇村调研,他撕开一个苞谷,个头只有手指头长。他蹲在地里,把乡亲们约来:“种1亩苞谷,种子26块、化肥116块、农药20多块,再加6个人工480块,成本640多块,收150公斤干苞谷才卖300多块,这是赔本啊!”

    接着他又算种草养羊的账:“种2亩草养3只羊,一只羊2000块,3只就是6000块,半年就能赚4000块。养30只羊,一年就是4万多块!”

    在他的推动下,“晴隆模式”升级:政府帮农户贷款购羊、补贴建圈,让农民从“为公家养羊”变成“给自己养羊”。产权一明晰,老百姓像养孩子一样养羊。2015年底,种草养羊覆盖全县2万户,户均年收入2万元至3万元,养羊户创收总额超过4亿元。“十二五”期间,全县贫困乡镇从12个减少到4个,贫困村从56个减少到52个,2015年全面小康实现程度86%。

    让“历史的弯道”变发展“快车道”

    发展旅游业,那些年,在晴隆如同在白纸上画画。

    县城南郊,抗战时期著名的“二十四道拐”如盘龙蜿蜒。过去,在当地人眼里只是“不起眼的土拐拐”。

    姜仕坤却敏锐地捕捉到它的价值。他推动重建安南古城、筹拍电视剧《二十四道拐》。2015年抗战胜利70周年之际,电视剧在央视热播,引爆了晴隆旅游业。当年“十一”黄金周,10万自驾客涌进晴隆,干部群众说这是除电视剧外的另一场好戏。

    有人做过统计,在晴隆6年,姜仕坤的车行程60余万公里,足迹遍布晴隆县所有乡镇、村(社区),每年深入乡村一线超过200天。

    姜仕坤常说:“干部干部,就是要先行一步,干部只有干事,人生才有价值。”

    曾记得央媒的几位记者,当年噙泪采访姜仕坤事迹,写下了这样几句深情的话:“循着他的足迹,在悬崖峭壁的山路上采访,才体会到他的艰辛不易;来到贫困户家中,看到乡亲们眼角的笑脸,方知他在群众心里的地位。”

Jiang Shikun: Devoted His Entire Life to a Better Life for the People

Jiang Shikun was appointed Deputy Party Secretary and County Magistrate of Qinglong County in March 2010, and later Party Secretary of Qinglong County in August 2014. He passed away from a sudden heart attack while on a business trip in April 2016 at the age of 46. He was posthumously honored with titles including Model of National Poverty Alleviation, Excellent Communist Party Member of China, and Role Model of National Poverty Alleviation.
 
On June 24, while reviewing exemplary cases of fostering and practicing a sound view on political achievements, the article A County Party Secretary Devoted to the People — Jiang Shikun caught the reporter’s eye. Reflecting on the materials gathered over a decade ago during interviews about Jiang’s deeds in Qinglong County, many touching moments came flooding back.
 
In 2016, China was closing in on its goal of building a moderately prosperous society in all respects, and the nationwide poverty alleviation campaign was in full swing. On February 26 that year, Qinglong County held an oath-taking rally for nearly a thousand cadres tasked with paired assistance for poverty alleviation. Standing on the stage, Party Secretary Jiang Shikun raised his right fist to lead the oath. His voice was hoarse yet firm: “As a Communist Party member, I take up the mission of poverty alleviation. We will not retreat until poverty is eliminated.” Down below, thousands of cadres lined up and repeated the oath, their voices echoing across the mountains of Qinglong.
 
On that day, 2,878 cadres set off on their assigned missions. Each county-level cadre was responsible for assisting 15 poor households, while section-level and junior cadres took charge of 6 to 18 households apiece. Assistance commitments would remain in place and accountability would not be lifted until the families shook off poverty.
 
No one could have foreseen that merely 46 days later, Jiang Shikun would pass away mid-mission of poverty relief, aged only 46.
 
What must ordinary people’s homes be like?
 
Surrounded by mountains and plagued by fragmented land, Qinglong was once one of the counties in Guizhou Province suffering from the most severe rocky desertification, the largest poor population and deepest poverty. Out of its 181 administrative villages, 122 were designated key villages for poverty alleviation, with a poverty rate exceeding 50%, earning it a place on the national list of priority counties for targeted poverty reduction.
 
Local folks had a common saying about the county seat: “Qinglong, what a place — running water cut off by day, power out by night.”
 
A folk ballad depicted rural hardship: “Valleys lined with rocks, water far and stones hard; you can only afford polished rice if you fall gravely ill.”
 
In early 2010, Jiang arrived in Qinglong to serve as county magistrate. Upon moving into his dormitory, he spotted a huge plastic water bucket meant for storing daily supplies. The county seat sat atop a mountain, while its water source lay more than 900 meters down in a valley. Water cost as much as 8 yuan per ton, and supply was frequently disrupted. Frowning deeply, he murmured: “If even the magistrate’s quarters face such troubles, what must ordinary people’s homes be like?”
 
The very next day, he paid a visit to the waterworks plant.
 
Faced with ageing pipelines that yielded a water recovery rate of only 40%, he rejected hasty large-scale demolition and reconstruction. Instead, he worked through the figures with plant managers: “If we boost the recovery rate to 60 or 70 percent, water tariffs can come down. The government will cover operational losses, but affordable water must reach every household.” To him, political achievements lay not in vanity projects, but in ensuring residents never ran out of water or electricity.
 
He pushed forward the construction of the Ximixi River Reservoir, secured national project funding, and used revenue from hydropower generation to subsidize urban water supply. Two transformer substations of 110kV and 220kV were built, putting an end to widespread blackouts across the county.
 
She would never forget the man who crawled into her pigsty
 
Jiang dressed plainly and kept a low profile — so modest that Tao Jincui would always remember the man who ducked into her pigpen.
 
Tao lived in Shasha Hamlet, Dongqing Village. Her husband suffered from intermittent epilepsy, leaving her to support the whole family alone: two children in school and one child with intellectual disabilities. “Others eat refined rice, while we survive on cornmeal,” she told Jiang during their first meeting.
 
Jiang stepped into her pigsty and asked what she needed most. Her answer was simple: “I want to raise cattle, but I have no capital.” He promised right away: “I will coordinate resources and get you a head of cattle to rear.” At the time, Tao had no idea this visitor was the county Party Secretary.
 
Soon afterwards, the village head delivered a cow to her home. In November 2015, Jiang visited again. Seeing the cow thriving and a sow added to the pigpen, he learned Tao had taken in the sow on a profit-sharing arrangement: she raised it and split the piglets with the owner. Jiang immediately handed 1,800 yuan to village officials, instructing them to buy a pregnant sow for Tao. “Once it farrows, she will regain confidence little by little.”
 
On March 8, 2016, Jiang paid his third visit. Tao told him joyfully that the sow had given birth to 11 piglets, which she sold for 3,000 yuan. Jiang nodded in satisfaction.
 
Handouts are never better than a sustainable livelihood
 
Datian Township (now renamed Chama Town) was Jiang’s designated site for targeted poverty alleviation.
 
Xiao Changqing, a poor resident of Yaozi Hamlet, owned virtually nothing. Overwhelmed by hardship, his wife left home, abandoning their two children.
 
In July 2015, Jiang made his first visit to Xiao. Noticing his gaunt frame and faded jacket, he asked about his skills. Learning Xiao was proficient in electric welding and bench work, Jiang arranged over 10,000 yuan to help him purchase equipment and rent a shop, on one condition: Xiao must work diligently and deliver quality service. “Handing you money will not solve your problems; finding you a viable livelihood will.”
 
The plan was soon implemented. Xiao’s business flourished, bringing in 3,000 to 4,000 yuan each month. His wife returned home, and smiles returned to his face.
 
Before the Spring Festival the following year, Jiang stopped by the welding shop on his way. Xiao was busy with a welding torch amid cluttered tools. Jiang sat casually on a wooden bench chatting with him, relieved to hear his income was stable and life had greatly improved.
 
Back in his car, he reminded accompanying cadres: “When visiting villages, do not wipe off dirt from stools before sitting. Unwiped dirt soils only your trousers; wiping it off hurts the hearts of local people.”
 
Lay out the numbers clearly, and people will follow willingly
 
Qinglong featured steep mountain slopes and severe rocky desertification, with 65% of farmland sitting on gradients steeper than 25 degrees. Local farmers grew corn year after year, often failing to recoup their production costs.
 
Lanshe Village was the poorest spot in the county, sitting at an altitude of over 1,900 meters with a poverty rate above 80%. In the autumn of 2011, Jiang made his fourth research trip there. He peeled open an ear of corn barely longer than a finger. Squatting in the farmland, he gathered villagers around to do the math:
 
“Growing one mu of corn costs 26 yuan for seeds, 116 yuan for fertilizer, more than 20 yuan for pesticides, plus 480 yuan for six workdays — over 640 yuan in total. Yet 150 kilograms of dried corn sells for only around 300 yuan. You are running a loss.”
 
He then calculated the returns of planting grass to raise goats: “Two mu of pasture can support three goats worth 2,000 yuan each, totaling 6,000 yuan. You can earn a net profit of 4,000 yuan within half a year. Raise 30 goats, and you will make over 40,000 yuan a year.”
 
At his initiative, the Qinglong Model was upgraded: the government helped farmers secure loans to buy goats and subsidized the construction of pens, shifting goat rearing from collective to household-owned operations. With clear property rights, villagers tended to their goats as carefully as they would their own children. By the end of 2015, the grass-goat industry covered 20,000 households across the county, generating an annual income of 20,000 to 30,000 yuan per household, with total earnings from goat farming exceeding 400 million yuan. During the 12th Five-Year Plan period, the number of poor townships fell from 12 to 4, and poor villages from 56 to 52. By 2015, Qinglong had achieved 86% of its moderately prosperous society targets.
 
Turning the Historic Hairpin Bend into an Express Lane for Development
 
Back then, developing tourism in Qinglong was like painting on a blank canvas.
 
South of the county seat lies the famous Twenty-Four Turns, a winding mountain road built during the War of Resistance against Japanese Aggression, coiling like a giant dragon. Locals once saw it as nothing more than an ordinary rugged bend.
 
Jiang quickly recognized its immense tourism potential. He drove the reconstruction of Annan Ancient Town and supported the filming of the TV drama Twenty-Four Turns. Aired nationwide on China Central Television to mark the 70th anniversary of victory in the War of Resistance against Japanese Aggression in 2015, the series sent Qinglong’s tourism booming. During the National Day Golden Week that year, 100,000 self-driving tourists flocked to the county, a tourism success second only to the hit television series itself.
 
Statistics show that over his six years in Qinglong, Jiang’s vehicle clocked more than 600,000 kilometers. He set foot in every township and village (community), spending over 200 days each year working on the frontlines in rural areas.
 
Jiang often said: “Cadres are meant to forge ahead first. Only through dedicated work can cadres live a valuable life.”
 
Several journalists from central media outlets once interviewed Jiang’s deeds through tears, writing these heartfelt words: “Tracing his footsteps along precipitous mountain roads, we came to understand his hardships. Sitting in poor households and seeing the smiles on villagers’ faces, we truly grasped how deeply rooted he was in the hearts of the people.”

把政绩写在群众笑脸上

    习近平总书记指出:“干事创业一定要树立正确政绩观”“树牢造福人民的政绩观”“共产党人必须牢记,为民造福是最大政绩”。

    为民,就得从根本上为民着想,解决关系人民切身利益的根本问题。

    晴隆县委原书记姜仕坤,在贫瘠的土地上破局开路、耕耘坚守,将全部心血和生命都奉献给晴隆的脱贫攻坚事业,用一腔赤诚与实干担当,塑造了优秀共产党员和优秀县委书记的光辉形象。再次回忆他的过往,还原他的工作日常,透过点滴细节、只言片语,“政绩为谁而树、树什么样的政绩、靠什么树政绩”的问题得到明晰回答。

    正确的政绩观,首先回答“政绩为谁而树”——是为一己虚名,还是为群众福祉?姜仕坤的选择是:为人民出政绩——钻进猪圈、蹲在地里,把群众当亲人。

    “干部干部,就是要先干一步。”6年,车子行驶里程60万公里。在“开门见山”的晴隆,这只是车上的距离,爬坡过坎、田间地头走过的路根本没法统计。一个县委书记,用脚步丈量土地,用脚步丈量初心。

    “树什么样的政绩”——是追求立竿见影的“显绩”,还是打基础利长远的“潜绩”?姜仕坤的选择是:不慕虚荣、不务虚功、不图虚名,不算“政绩账”,要算“民生账”。

    因而,“打底子”的事不显山露水,“二十四道拐”从曾经“历史的弯道”,变成了如今的发展“快车道”。

    他对肖长青那句“给你多少钱,都不如给你找条路”,道出了政绩的真谛:帮一个人站起来,比修一座面子工程更有意义。

    “靠什么树政绩”——姜仕坤的选择是:尊重群众意愿,用实干诠释担当。从兰蛇村种苞谷和种草养羊的对比“算账”,到“晴隆模式”的升级,他把决策权交给群众,让群众在算账中觉悟。


    姜仕坤还用行动告诉干部:放下架子,才能走进群众心里。“不擦凳子,脏的是裤子;擦了,伤的是老百姓的心”。这是一种深入骨髓的群众立场——正确的政绩观,还有的是对群众的敬畏。

    一切为民者,则民向往之。

    民心是杆秤,称出的是党员干部在人民心中的分量。陶金翠、肖长青的笑脸,是对他的工作的最好回应。

    46岁,短暂而滚烫的一生。姜仕坤用一生诠释了共产党人的初心——把政绩写在群众笑脸上,把丰碑立在百姓口碑中。当前,全党上下正深入开展树立和践行正确政绩观学习教育,学习姜仕坤事迹,我们更加深切地感受到,正确的政绩观,就是把人民放在心中最高位置,把群众笑脸作为最好褒奖。我们当以姜仕坤为镜鉴,加强党性觉悟,汲取奋进力量,以实实在在的业绩赢得老百姓的好口碑,在新时代新征程上书写不负人民、不负历史的优异答卷。

    姜仕坤,他不会走出我们的视野,他从未离我们远去。


Carving Political Achievements into the Smiles of the People

General Secretary Xi Jinping pointed out: “We must foster a sound attitude toward work performance when undertaking work and ventures,” “firmly establish a performance mindset dedicated to delivering benefits to the people,” and “Communists must bear in mind that delivering wellbeing to the people is the greatest political achievement.”
 
To serve the people means to put their interests at the root of all work and resolve fundamental issues closely tied to their vital interests.
 
Jiang Shikun, former Party Secretary of Qinglong County, blazed new trails and stayed committed to his mission on this barren land. He devoted all his energy and his life to the poverty alleviation drive in Qinglong. With sincere dedication and down-to-earth responsibility, he embodied the glorious image of an outstanding Communist Party member and exemplary county Party secretary. Recalling his life and daily work, countless details and remarks offer clear answers to three core questions: for whom do we pursue political achievements, what kind of achievements should we strive for, and how do we deliver such achievements?
 
A sound performance mindset first answers the question: for whom do we create political achievements — for personal fame, or for the wellbeing of the people? Jiang Shikun’s answer was to deliver achievements for the people. He crawled into pigsties and squatted in farm fields, treating local villagers as his own kin.
 
“Cadres should take the lead and forge ahead first.” Over six years, his vehicle logged more than 600,000 kilometers. In mountain-ringed Qinglong, this only accounted for driving mileage; the countless miles he trekked over rugged slopes and farmlands can never be tallied. As a county Party secretary, he measured the land, and his original aspiration, step by step.
 
Next comes the question: what kind of achievements should we pursue — eye-catching short-term visible gains, or foundational work that yields long-term benefits? Jiang rejected vanity, empty formalities and superficial fame. Instead of calculating a “political achievement ledger”, he prioritized the “people’s livelihood ledger”.
 
He focused on unglamorous groundwork. Thanks to his efforts, the Twenty-Four Bends, once a historic hairpin bend, has evolved into a fast track for local development.
 
His words to Xiao Changqing — “Handouts are never better than a sustainable livelihood” — lay bare the essence of genuine political achievement: helping a person stand on their own feet means far more than building a vanity showcase project.
 
As for how to deliver political achievements, Jiang’s approach was to respect public will and demonstrate accountability through tangible action. From walking farmers through cost comparisons between corn farming and grass-fed goat raising in Lanshe Village to upgrading the Qinglong Model, he let villagers hold decision-making power and reach their own conclusions by weighing the pros and cons themselves.
 
Jiang also set an example for all cadres: only by setting aside official airs can one win a place in people’s hearts. “If you do not wipe the dirt off a stool, only your trousers get dirty; if you wipe it, you hurt the villagers’ feelings.” This reflected his deeply rooted people-centered stance, as well as reverence for the masses inherent in a correct view of work performance.
 
Those who devote themselves wholeheartedly to the people will always win their heartfelt support.
 
Public opinion acts as a weighing scale, measuring the standing of Party members and cadres among ordinary people. The smiles on the faces of Tao Jincui and Xiao Changqing are the finest testament to his work.
 
At just 46, Jiang lived a short yet blazing life. He embodied the original aspiration of Communists: to write political achievements on people’s smiles and build monuments in public praise. Currently, the whole Party is carrying out education on fostering and practicing a sound attitude toward work performance. Learning from Jiang Shikun’s deeds makes us profoundly understand that a correct performance mindset means putting the people above all else and regarding their smiles as the highest reward. We should take Jiang as our role model, strengthen Party spirit, draw motivation for progress, earn public acclaim through solid results, and deliver outstanding answers worthy of the people and history on the new journey of the new era.
 
Jiang Shikun will never fade from our sight, for he has never truly left us.
